Community Healthcare West is partnering with Mental Health Ireland to continue the development of the Galway Solace Café service through the employment of Peer Connectors. These posts are guided by the National Framework for Recovery in Mental Health (2018-2020), Sharing the Vision 2020 -2025 and are in line with Mental Health Ireland’s strategy– Mental Health for All – Hope, Strength & Action (2022- 2024) Priority Area 1, Objective 1. The Mental Health Services of Community Healthcare West provides a secondary mental health service to adults in Galway Mayo & Roscommon. Services are primarily community oriented, and recovery focused with multi-disciplinary community mental health teams working in defined geographical catchment areas. Specialist teams provide a multi-disciplinary service in Mental Health & Intellectual Disability, Psychiatry of Later Life and Rehabilitation and Recovery. The key purpose of the Café is to provide an out-of-hours mental health peer support service in a café environment. The peer support will be offered in an accessible, safe and inclusive space. The aim is to provide a service to individuals, their family and supporters who need support with (ongoing management of a mental health challenge) maintaining their mental health & wellbeing. The role will also involve recovery working practices to assist with navigating local services and engaging with the mental health services. Service users who present to the Community Café will be supported through A&E if necessary and under conditions to be set by the clinical leadership of CHW mental health Team Lead.

This initiative has three aims:

  • To add out-of-hours capacity to support those experiencing mental health distress.
  • To demonstrate a socially innovative model for mental health services and potential for extension to other areas.
  • To deliver a service that is person centred based on expressed need and developed through consultation and coproduction.

The initiative will implement some significant innovations in pathway design:

  • To provide significant engagement and contact with individuals outside of typical service working hours.
  • To support some individuals through A&E each evening the Community Café is open where appropriate and when necessary.
  • To gauge user satisfaction using a model.
  • To demonstrate the value of the co-production process used during the design and delivery of the service.
  • Implement the evaluation of the initiative and produce a case study to support and justify further investment, enhancement and extension of the service.

Mental Health Ireland wishes to recruit a Thrive Fingal Project Officer for Fingal to further strengthen, develop and expand Thrive in Fingal. This part-time position involves growing and developing the capacity of volunteers, supporting the development of project, events and initiatives, documenting the work and support the expansion of Thrive across Fingal.
Thrive is a community-led movement aimed at creating happier and healthier communities by conducting projects and events promoting mental health and well-being. Thrive was introduced to Ireland in Fingal by Mental Health Ireland in 2021 to promote mental health, wellbeing, and recovery. Currently, Thrive Fingal is in its fourth year of existence and is actively involved in a variety of activities. Their members come from different personal and professional backgrounds and are committed to working together for the benefit of their community.
The Thrive Fingal Project Officer will report to the National Development Manager for programmes, work alongside the Thrive lead in Fingal and closely with the Thrive Steering Group, and other relevant organisations in the area. The role involves flexible working hours which will necessitate some attendance at out of hours meetings/events related to the duties. The applicant must have the necessary experience and capacity for lone working and to work on their own initiative as well as part of a team.
The successful candidate will have a passion for mental health and community development, experience in planning and innovation with specific skill areas including facilitation, mental health promotion, project initiation, project management skills, development, implementation, and population health. This an exciting opportunity for the right person to be part of an international movement in Ireland.

The successful candidate will be required to have:

  • A minimum of 2 years’ experience working in mental health promotion or community development.
  • A relevant 3rd Level Qualification in Health, Mental Health promotion, Community Development, or related social care field.
  • Have a strategic approach to mental health and community development
    An understanding of mental health and its relationship to population health, wellbeing, and sustainable development.
    Experience of project initiation, planning, implementation and evaluation across the full arc and life cycle.
  • Strong ability to document, record and reflect on the tasks within the role
  • Proven experience of facilitation and group work.
  • Strong presentation skills in both content creation and delivery.
  • Ability to work on multiple tasks and to strict deadlines.
  • Ability to be agile in their approach to work.
  • Knowledge of the health and social policy context in which Mental Health Ireland operates (e.g., Sharing the Vision, Healthy Ireland, National Recovery Framework, National Outdoor Recreational Strategy, Connecting for Life & SlainteCare).
    Knowledge and experience of research and evaluation.
  • The ability to represent Mental Health Ireland across a diverse range of audiences and to build effective relationships with key stakeholders, the Mental Health Ireland team, voluntary organisation, community groups and cross-sectoral stakeholders and the Thrive Coproduction Group
  • Excellent interpersonal and communications skills.
  • Proven ability to work using a coproduction process which includes the voice of lived experience, statutory, voluntary and community partners.

This post will be delivered in partnership with HSE Health and Wellbeing Mid West and Mental Health Ireland. The post holder will work together with statutory and community partners in the Mid West to enhance mental health promotion activities across our community. Mental Health Ireland (MHI) is a national voluntary organisation promoting mental health, wellbeing & recovery using a process called coproduction to ensure that the voices of the end user are heard at all stages of programme development, delivery, and evaluation. The HSE Mid West Health Region manages and delivers all public health and social care services for Limerick, Clare and North Tipperary serving a population of 413,059. Health and Wellbeing take a whole of population approach to supporting people to stay healthy and well throughout their lives. The Health & Wellbeing Division in the Mid West is responsible for working with a wide range of statutory and non-statutory bodies to represent and advance a whole of government approach to implementing public health policy. Health and Wellbeing has a particular focus on members of our communities who are the most marginalised and experience inequalities in respect of their health and health outcomes. Mental health promotion is an integral part of health and wellbeing, as promoting good mental health is essential to improve overall population health. There is compelling international evidence that interventions aimed at enhancing positive mental health can result in enduring impact on multiple areas of functioning and also reduce the risk factors for developing mental health difficulties. The HSE’s mental health promotion plan, Stronger Together, takes a lifespan approach to promoting mental health and wellbeing across the population. In Dec 2024 the Department of Health launched the national mental health promotion plan, Pathways to Wellbeing 2024–2030. This plan marks an important milestone in the mental health policy journey that the Department of Health has embarked upon. This plan builds on the important work carried out through Stronger Together and will deliver actions across government which improve people’s mental health and wellbeing through universal supports for all, and targeted supports addressing the needs of those most at risk of experiencing mental health difficulties

The role of the Mental Health and Wellbeing Officer is to promote mental health on three levels:

  • Individual level through the delivery of agreed evidence-based programmes.
  • Community level through developing strong partnerships across the communities of the Mid West to understand and respond to their mental health promotion needs.
  • Structural level – using the strategies above to introduce a strong mental health and wellbeing focus to the established structures in the region with the aim of agreeing a multi sectoral programme of work.

The Mental Health and Wellbeing Officer will work with local HSE Health and Wellbeing multi-disciplinary team, the Mental Health Ireland Development Officer and local community partners to:
1. Develop a Stronger Together & Pathways to Wellbeing local implementation plan for the Mid West (2024 – 2030).
2. Work with HSE Health and Wellbeing, MHI and local community partners to deliver on agreed elements of the plan.
3. In conjunction with the Health and Wellbeing multidisciplinary team and community partners, deliver a suite of standardised evidence based mental health promotion programmes, with a particular focus on:
a. HSE Minding your Wellbeing programmes
b. HSE Balancing Stress programme
c. Act-Belong-Commit community-based mental health promotion initiative
4. Contribute to the development of evidence-based standardised mental health promotion training models as appropriate
5. Support and strengthen existing relations with the community and not for profit sector to ensure key priorities under Stronger Together and Pathways to Wellbeing are achieved.

The Mental Health and Wellbeing Officer will report to the HSE Health Promotion and Improvement Manager and work collaboratively with the Mid West MHI development officer and other relevant members of Mental Health Ireland and HSE team to coproduce projects, campaigns and communication and to share expertise and unique local initiatives. The role demands flexible working hours which will necessitate some attendance at out of hour’s meetings/events. The applicant must have the necessary experience and capacity for lone working and to work on their own initiative. Members of the Development Officer team will support on National Projects and Programmes.
